数字经济与区域创新能力:突破式创新抑或渐进式创新——基于长三角41个地级市的考察

Abstract: Based on the panel data of 41 cities in the Yangtze River Delta from 2013 to 2021, this paper empirically tests the impact of digital economy on regional innovation capacity by using the Spatial Durbin Model. The regional innovation capacity is divided into “radical innovation capacity” and “incremental innovation capacity”, and the heterogeneous impact of digital economy on them is analyzed. The conclusions are as follows: There is a significant spatial correlation between digital economy and regional innovation capacity. It can promote the local and neighboring innovation capacity at the same time. The innovation effect of digital economy has significant structural characteristics. Digital economy is conducive to enhancing radical innovation capacity, but its impact on incremental innovation capacity is not significant. Meanwhile, digital economy is beneficial to enhancing radical innovation capacity in the neighboring areas, but it hinders the development of incremental innovation capacity in the neighboring areas. Therefore, it is suggested to strengthen the dual positive effect of the digital economy on the improvement of innovation capacity in local and neighboring areas, grasp the “window of opportunity” brought by the digital economy for radical innovation, overcome the “siphon effect” generated by the digital economy in incremental innovation, and make the digital economy truly become a new path to drive innovation.

摘要: 基于2013—2021年长三角地区41个地级城市的面板数据,运用空间杜宾模型实证检验数字经济对区域创新能力的影响,并将区域创新能力细化为“突破式创新能力”和“渐进式创新能力”,分析数字经济对二者的异质性影响。结果表明,数字经济与区域创新能力之间存在显著的空间关联,带动本地和邻近地区创新能力提升;数字经济的创新效应具有显著的结构性特征,有利于突破式创新能力提升,但对渐进式创新能力的影响不显著;数字经济促进邻近地区突破式创新能力提升,却抑制邻近地区渐进式创新能力的发展。由此,应充分发挥数字经济对本地和邻近地区创新能力提升的双重正向效应,把握数字经济为突破式创新带来的“机会窗口”,克服数字经济在渐进式创新方面产生的“虹吸效应”,使数字经济真正成为驱动创新发展的新路径。
