Abstract: Abstract:The paper clarifies the conception and dimension of private entrepreneur ability and entry behavior of private enterprise, the relation between them. The paper investigates the private enterprises in Zhejiang Province , analyses the impact mechanism of entrepreneur ability on the entry behavior. Empirical analysis shows that the finding opportunity ability, relationship ability and risk bearing ability of entrepreneur is stronger, private enterprise are more likely to enter the urban public utilities, the entry degree is deeper.
