Abstract: This article defines the meaning of income distributive fairness,constructs the evaluation indicators system of distributive fairness from the two aspects of initial distributive fairness and redistributive fairness,proposes the evaluation methods of distributive fairness,and makes comprehensive assessment and comparative analysis to the degree of income distributive fairness in China based on the panel data of the eastern area,the central area and the western area from 1985 to 2013. The research results indicate that: (1) The state of distributive fairness is relatively equitable in the whole country and shows an upward trend. Among them,the state of initial distributive fairness is fairly equitable,the state of redistributive fairness is relatively equitable,and the degree of fairness in initial distributive is higher than that in redistributive. (2) The state of distributive fairness is relatively equitable in the three areas. Among them,the state of initial distributive fairness in the eastern and the western are more equitable,the state of redistributive fairness in the eastern and the western areas is relatively fair,the state of initial distributive and redistributive in the central area is very fair and more equitable respectively. (3) The gap of distributive fairness is small in comparison of the three areas. Among them,the degree of fairness in initial distributive and redistributive in the central area is higher than that in the eastern and western areas. This finding has important implications for future policy development.
