战略性新兴产业财政补贴的激励效应研究

Study on the Incentive Effect of Fiscal Subsidies for Strategic Emerging Industry in China

摘要: 本文在理论阐释财政补贴影响战略性新兴产业创新的基础上,运用2010~2015年我国战略性新兴产业企业数据,实证考察了财政补贴激励战略性新兴产业企业创新投入、创新产出的效应。研究表明:第一,财政补贴虽激励了企业研发费用投入增长,但对人力资本投入的激励效应并不明显;第二,研发费用对创新产出具有不稳健的激励效应,且非国有企业财政补贴激励效应较为显著,但其效应低于国有企业;第三,财政补贴总体上有利于企业创新产出,但该激励效应在国有企业并不显著。

Abstract: Strategic emerging industry is crucial for China to build an innovative country. Based on the theoretical explanation of fiscal subsidies to stimulate innovative input and output of strategic emerging industry, this paper empirically investigates the incentive effect of fiscal subsidies on the innovative input and output of strategic emerging industry by using the data of strategic emerging industry enterprises in Shanghai and Shenzhen Stock Exchanges from 2010 to 2015. The results of the study are as follows: Firstly, there is no significant positive incentive effect of fiscal subsidies on the human capital investment. Fiscal subsidies have a stronger incentive effect on the human capital investment of non-state-owned enterprises than on that of state-owned enterprises. Secondly, fiscal subsidies have a significant positive incentive effect on enterprises' R&D expenditure, which is more significant in state-owned enterprises. Thirdly, fiscal subsidies have a positive incentive effect on enterprises’ innovation output, but this effect is not significant in state-owned enterprises. In addition, the study also shows that the mediaing effect of the R&D expenditure is not satisfactory.
