Renewable Portfolio Standards and China's Low-carbon Energy Transition

摘要:

本文基于诺斯的制度经济学思想,尝试以制度变迁和经济增长的内在逻辑诠释可再生能源配额制(简称“配额制”)的制度安排对中国能源低碳转型的促进作用。由上网电价向配额制转变的这一制度变迁中,其经济绩效取决于强制性制度变迁与诱致性制度变迁的方向是否协调一致。结果表明,采取基于配额制的绿色证书交易这一既非激进式又非渐进式的综合变迁方式,能有效契合中国能源低碳转型的短期发展特征,并有望实现我国能源低碳转型的最终目标。

Abstract:

Based on North's thought of institutional economics, this paper tries to explain the role of the institutional arrangement of renewable portfolio standards (RPS) in promoting China's low-carbon energy transition by the internal logic of institutional change and economic growth. The economic performance of this institutional change from feed-in tariffs to RPS depends on the coherence between the direction of the imposed and induced institutional changes. This paper indicates that the adoption of RPS with green certificate trading, which is neither radical nor gradual institutional change, can effectively fit in with the short-term development characteristics of China's low-carbon energy transition, and is expected to achieve the ultimate goal of China's low-carbon energy transition.
