财政环保支出、数字技术与区域污染治理——基于长三角样本的考察

Fiscal Environmental Protection Expenditure, Digital Technology and Regional Pollution Control: An Examination Based on a Sample of the Yangtze River Delta

摘要: 深入揭示财政环保支出和数字技术对长三角污染治理的影响及其作用机制,有利于优化长三角高质量一体化发展路径,加快区域绿色低碳转型进程。本文利用长三角41个城市2008—2022年的面板数据,运用多元回归模型实证检验财政环保支出、数字技术对区域污染治理的作用机理与效应。结果发现,财政环保支出将显著提升长三角区域污染治理水平,且数字技术发展从技术创新和政府关注两方面放大财政环保支出对长三角区域污染治理的促进作用。财政环保支出对长三角区域污染治理的影响会根据地区环境规制强度、财政自给率、城市圈层和示范区试点时间的不同而呈现显著差异。长三角区域污染治理存在显著的负向空间溢出效应,即本城市污染治理水平的提升将抑制空间关联城市污染治理水平的提升,存在“污染避难所”效应。本文为数字经济时代下有效发挥财政环保支出的环境与经济效应,加快长三角地区绿色低碳转型和减污降碳目标的实现提供了政策启示。

Abstract: In-depth revelation of the impact and mechanism of fiscal environmental protection expenditure and digital technology on pollution control in the Yangtze River Delta(YRD) is conducive to optimizing the path of high-quality integrated development in the YRD and accelerating the process of regional green and low-carbon transformation. Leveraging panel data from 41 cities in the YRD spanning from 2008 to 2022, a multivariate regression model is employed to empirically test the mechanisms and effects of fiscal environmental expenditure and digital technology on regional pollution control. The findings reveal that: The hypothesis that fiscal environmental protection expenditure significantly improves the level of pollution control in the YRD region has been verified. Digital technology positively strengthens the role of fiscal environmental protection expenditure in promoting pollution control in the YRD region from both technological innovation and government attention. The impact of fiscal environmental protection expenditure on pollution control in the YRD region will show significant differences depending on the intensity of regional environmental regulation, the rate of fiscal self-sufficiency, the city circle and the duration of the pilot demonstration zone. There is a notable negative spatial spillover effect of pollution control in the YRD region, implying that the improvement in pollution control levels in a given locality does not significantly drive pollution control in spatially correlated areas. A “pollution refuge” effect is evident. These research findings provide policy insights for effectively harnessing the environmental and economic effects of fiscal environmental expenditure in the era of the digital economy, facilitating the realization of green and low-carbon transformation goals and pollution reduction targets in the YRD region.
