数字消费何以赋能城市技术突破式创新?

How Can Digital Consumption Empower Urban Technological Breakthrough Innovation?

摘要: 城市技术突破式创新是推动新质生产力发展的关键路径。近年来迅猛发展的数字消费正成为城市技术突破式创新能力跃升的重要支点。本文依托中国284个城市2011—2022年的面板数据,基于国家信息消费试点的准自然实验,构建双重差分模型识别并检验了数字消费影响城市技术突破式创新的作用机制、异质性、边际效应及空间特征。研究发现,数字消费能够有效赋能城市技术突破式创新,且该结论通过了一系列稳健性检验。异质性分析发现,在知识产权保护强度、政府数字经济发展力度和居民消费结构更高的地区,数字消费对城市技术突破式创新的赋能效应更加明显。机制检验发现,数实技术融合、创新链升级和未来产业规模壮大是数字消费影响城市技术突破式创新的重要机制。拓展性分析发现,数字消费对城市技术突破式创新的影响存在边际报酬递减特征和具有衰减边界的空间虹吸效应。本研究可为提升城市技术突破式创新能力,进而壮大新质生产力培育动能提供经验证据和启示。

Abstract: Urban technological breakthrough innovation is a key path to driving new quality productivity development. The rapid development of digital consumption in recent years is becoming an important fulcrum for urban technological breakthroughs to leapfrog innovation capabilities. Relying on the panel data of 284 Chinese cities from 2011 to 2022, and based on the quasi-natural experiment of the national information consumption pilot, a double-difference model is constructed to identify and test the mechanism of action, heterogeneity, marginal effect and spatial characteristics of digital consumption affecting urban technological breakthrough innovation. The findings of the study are as follows, digital consumption significantly enhances the urban technological breakthrough innovation capacity and the conclusions have passed a series of robustness tests. Heterogeneity analysis finds that the enabling effect of digital consumption on urban technological breakthrough innovations is more pronounced in regions with higher intensity of intellectual property protection, governmental digital economy development efforts, and resident consumption structure. The mechanism test finds that digital and real technological integration, the upgrading of the innovation chain and the growth of the scale of future industries are the important influence mechanisms of digital consumption on urban technological breakthrough innovation. Expansion analysis finds that the influence of digital consumption on urban technological breakthrough innovation has marginal diminishing characteristics and a spatial siphoning effect with attenuating boundaries. This study provides empirical evidence and insights to enhance the ability of urban technological breakthrough innovation and thus enrich the cultivation of new quality productivity.
