银行监管处罚抑制了僵尸信贷吗?

Can Bank Regulatory Penalties Reduce Zombie Credit?

摘要: 抑制僵尸信贷对于提高信贷资源配置效率,实现经济高质量发展至关重要。本文基于银企信贷关系,将2015—2022年国家金融监督管理总局公布的银行行政处罚信息与上市企业数据进行匹配,实证检验银行监管处罚对僵尸信贷的影响。研究发现,银行监管处罚能够显著抑制僵尸信贷。机制分析表明,银行监管处罚能够促进银行完善风险管理体系,同时通过影响银行的盈利能力,减少对僵尸企业的贷款投放。进一步分析发现,银行监管处罚主要影响银行对僵尸企业以及存在经营状况恶化企业的信贷决策,对于健康企业的信贷可得性并无影响;僵尸企业的短期借款、信用借款等对抵押品要求不高的借款更易受到影响;制造业和房地产业的僵尸信贷更易受到影响;与信贷违规相关的处罚和中重度处罚抑制僵尸信贷的作用更加显著。此外,银行监管处罚还能减少地区整体的僵尸信贷规模以及僵尸企业数量。研究结论为优化信贷资源配置、加快僵尸企业出清以及防范系统性金融风险提供了经验证据与政策启示。

Abstract: Reducing zombie credit and accelerating the elimination of zombie firms are crucial for improving the efficiency of credit resource allocation and achieving high-quality economic development. Based on the bank-firm credit relationship, we match bank administrative penalty information released by the National Financial Regulatory Administration from 2015 to 2022 with data from the listed firms to empirically examine the impact of bank regulatory penalties on zombie lending. We find that bank regulatory penalties significantly reduce zombie credit. Mechanism analysis indicates that bank regulatory penalties can encourage banks to improve their risk management systems and affect their profitability, thereby reducing lending to zombie firms. Furthermore, regulatory penalties mainly affect the banks lending decisions towards zombie firms and those with deteriorating business conditions, but they have no impact on the availability of credit for healthy firms. Regulatory penalties primarily affect zombie credit with low collateral requirements, such as short-term loans and credit loans, so the inhibitory effect on zombie credit is more significant when penalties related to credit violations and moderate-to-severe penalties are concerned. Zombie credit in the manufacturing and real estate sectors is more susceptible to the impact of bank regulation. In addition, penalties can also reduce the overall scale of zombie credit and the number of zombie firms in a region. The findings provide empirical evidence and policy implications for optimizing credit resource allocation, accelerating the elimination of zombie firms, and preventing systemic financial risks.
