公共数据开放对产业链供应链韧性与安全的影响研究

The Impact of Public Data Openness on Resilience and Security of the Industrial and Supply Chains

摘要: 本研究选取2011—2022年沪深A股上市公司为观测样本,以政府公共数据开放平台上线构建准自然实验,利用双重差分模型系统分析公共数据开放对产业链供应链韧性与安全的影响及其作用机制。研究发现,公共数据开放在多个设定和稳健性检验下均显著提升产业链供应链的韧性与安全,通过信息透明度、数字化转型及绿色低碳转型三条路径发挥作用,对风险抵御能力较强企业、生态复杂度较高行业及处于成熟期的发展型企业的促进作用更显著。同时,政策试点在产业链供应链横向结构中呈现非对称性。据此,建议通过健全数据制度、推动绿色化及数字化转型、实施精准支持等举措,促进跨区域、跨行业合作,提升公共数据的利用效率,以增强产业链供应链的韧性与安全。

Abstract: This study selects A-share listed companies on the Shanghai and Shenzhen stock exchanges from 2011 to 2022 as the observational samples. By using the launch of government public data platforms as a quasi-natural experiment, the research employs a difference-in-differences model to systematically analyze the impact and mechanisms of public data openness on resilience and security of the industrial and supply chains. The research findings reveal that public data openness significantly enhances resilience and security of these chains across various specifications and the findings remain true after robustness tests. Public data openness plays its role through three pathways: enterprise information transparency, digital transformation, and green and low-carbon transformation. Heterogeneity analysis indicates that companies with stronger risk resistance, companies in industries with higher ecological complexity, and development-oriented companies in their mature stage benefit more from the policy. Additionally, the policy pilot exhibits asymmetry within the horizontal structure of industrial and supply chains. Accordingly, it is highly recommended to improve the efficiency of public data utilization and enhance resilience and security of the industrial and supply chains by improving data institutions, promoting green digital transformation, implementing targeted support, and fostering cross-regional and cross-sector collaboration.
