乘数而优:大数据发展赋能企业供应链多元化配置——基于国家大数据综合试验区的准自然实验

Optimizing the Wave of Data: Big Data Development Empowers Enterprises' Supply Chain Diversification Based on a Quasi-Natural Experiment of the National Big Data Comprehensive Pilot Zone

摘要: 当前,世界经济面临诸多不确定性因素,企业供应链运营风险持续攀升。利用大数据推动企业供应链多元化配置,对于保障产业链供应链安全稳定具有重要意义。本文基于2009—2023年A股上市公司数据,采用双重差分法,考察了大数据试验区对企业供应链多元化的影响及作用机理。结果表明,试验区设立能够有效促进企业上游供应商、下游客户以及供应链整体多元化配置。机制检验发现,试验区通过“外部降本增效”和“内部动能激发”两方面协同发力:在外部层面,以降低供需协调成本、提升供应链效率为抓手,疏通外部堵点;在内部层面,通过促进企业数字化转型、缓解融资约束,激发内部动能,最终为企业构建多元化供应链提供关键支持。异质性分析显示,试验区对国有企业、创新水平较低企业、行业竞争度较高企业以及营商环境较为滞后地区企业供应链多元化配置的推动作用更为显著。进一步地,试验区对企业供应链配置的优化效应能够显著降低企业供应链中断风险、提高企业供应链韧性。本文揭示了国家大数据综合试验区政策推动企业供应链多元化配置的作用路径,对于促进数据开放共享、提升企业供应链安全稳定水平具有重要政策启示。

Abstract: Currently, the global economy is confronted with numerous uncertainties, leading to a continuous rise of corporate supply chain operational risks. Against this backdrop, leveraging big data to promote the diversification of corporate supply chains is of great significance for ensuring the security and stability of industrial and supply chains. Based on data from the A-share listed companies from 2009 to 2023 in China, this paper employs the Difference-in-Differences (DID) method to examine the impact and underlying mechanism of National Big Data Comprehensive Pilot Zones on corporate supply chain diversification. The results indicate that the establishment of these pilot zones effectively promotes the diversification of upstream suppliers, downstream customers, and the overall supply chain. Mechanism testing reveals the synergistic pathways of “external cost reduction and efficiency enhancement” and “internal momentum activation”. At the external level, the pilot zones utilize the reduction of supply-demand coordination costs and the improvement of supply chain efficiency as key levers to clear up the market bottlenecks. At the internal level, they stimulate internal momentum by promoting corporate digital transformation and alleviating financing constraints, ultimately providing critical support for firms to construct diversified supply chains. Heterogeneity analysis shows that the promoting effect of the pilot zones is more pronounced among state-owned enterprises, firms with lower innovation levels, those in highly competitive industries, and firms located in regions with lagging business environments. Furthermore, the optimization effect of pilot zones on supply chain allocation significantly reduces the risk of supply chain disruption and enhances supply chain resilience. From a micro perspective, this paper reveals the pathways through which the National Big Data Comprehensive Pilot Zone policy drives supply chain diversification, expanding the research boundaries of big data development and supply chain management. The findings offer important policy implications for promoting data sharing, and enhancing the security and stability of industrial supply chains.
