摘要： 本文采用元回归分析方法对2012—2023年开发区政策出口效应评估的中英文文献进行文献计量分析,研究结果发现:涉及开发区出口效应的样本文献存在显著的发表偏倚问题,其中正向显著的结果具有更大的发表可能性;在修正发表偏倚后,开发区对地区出口的促进作用依然显著为正且足够稳健;开发区的设立对地区出口优势的提升主要源于对区域内比较优势产业的政策倾斜,而近年来开发区出口效应的系数下降更多源自政策评估方法的改进和研究者的审慎态度。上述结论回应了扩大开放背景下区位导向性政策有效性的争议,为统筹推进开发区等开放平台的建设提供有益的理论和政策参考。

Abstract: This paper employs meta-regression analysis to conduct a bibliometric review of Chinese and English materials on the effects of development zone policies from 2012 to 2023. The findings reveal the following: Multiple meta-regression tests indicate significant publication bias towards the existing literature on the export effects of development zones, with positively significant results being more likely to be published. After correcting the publication bias, the positive impact of development zones on regional export promotion remains significant and robust. Heterogeneity analysis shows that the export advantages of development zones are primarily derived from regional-industry-level policy preferences, while the recent decline in export effect coefficients is more attributable to improvement in policy evaluation methods and researchers’ more cautious attitude. This study, through a quantitative literature evaluation strategy, addresses the controversy about the effectiveness of location-oriented policies in the context of expanded openness, providing theoretical and policy insights for the coordinated advancement of development zones and other platforms’ international openness.
